Based on the date, this is like reporting the second one, imo. A third wouldn’t be at all surprising though, the Serial-Killer-in-Chief won’t stop until someone forces him to.
And most likely no strategy is behind the killings.
Probably some fascist (not necessarily who we think it may be) has control over the military assets there and is making impromptu orders based on daily political and personal urges .
